Parts a and b end in a semicolon, meaning that they sentence extends to the next phrase. Part c ends "and." I disagree with your assessment that a locked console is not a suitable container, assuming it cannot be readily broken into or accidentally opened. However, it most likely would not be able to be hidden from outside view if one needed to leave the vehicle unattended.
