If the law was never intended to be enforced, then sure :)

The DC code seems far more strict then the flag code I learned. Since the paragraph number is truncated I can't figure out if that is a DC thing, or actually part of the US Code.

However I saw lots of bumper stickers produced by both parties that had 'stars and stripes.' And have seen for as long as I can remember. My recollection was that you could not do anything decorative with an actual flag, but that pictures etc. were ok.
