Since the sweater has a high collar, shirt under sweater won't work. Had it been a v-neck, button shirt with tie under the sweater will almost serve to replace a casual jacket.

High necked sweater under shirt can be a plan, but usually this requires a guru medallion for the successful hipster.

Thin tie, white shirt, pocket protector with technical pen and pencils. Dockers, freshly polished black oxfords and some argyle socks. No jacket needed, since it's clear that you're there for business.
