but they're designed such that you can't make them go off by dropping them. This makes his accident all the worse: he actually pulled the trigger to shoot his own foot. 2 of the (4 total) rules of firearms safety state: Always treat the firearm as loaded; and Don't put your finger on the trigger until you're prepared to shoot. He gets an F in firearms safety.
