WOLable NICs, PHYs and parts of I/O Controller Hub chips used in PCs run on a rail that doesn't go down unless power is removed from the supply, itself. In the case of ICHs, where multiple, PCI devices are integrated into a single chip, the NIC section actually has a separate power well, supplied through different pins. except in some parts intended for mobile products without WOL support.
