With ATX and BTX power supplies, the *power button* only wakes up the power supply, "off" is actually "standby"... wake on lan and wake on ring (for modems) [thought to self: useful for fax software maybe, but not with windows 90second boot time] basically duplicate the pressing of the power button (or power key on the keyboard etc). Part of the circuit is always "live" with these PSU's unless you turn it off at the back if there's a switch, or pull out the plug
