I'd be willing to let everyone have one kid. (So a male/female couple gets one child his and hers.) One child per couple is supportable. At least one of them work, and food stamps and/or housing make up the difference.

With only one kid, that single kid get a lot of attention, hopefully a lot of love, and is more likely to complete school and do well. Plus if the male is not allowed any more kids he is not splitting daddy time between 2, 3, 4 different homes.

I am far more concerned about quality of life for potential children, then absoute freedom for adults.
