I'd say Person C, because C will be having the same or similar difficulties in pronouncing the language as Person A and can therefore better understand what Person A wants to say, since C would (probably) pronounce it the same way.

Whereas for Person B this would be more difficult. As I said, it depends on the type of person, since Person B could be a better "cryptoanalyst" than Person C and do this kind of "decryption" easier...
