country with a very strong accent when speaking your language, to the point where you can barely understand him.

Person B is a native speaker of your language.

And Person C is a foreigner from the same country as person A with a similarly strong accent who is equally difficult to understand.

Who will be more understandable to Person A? Person B or Person C?
