The main body of the bill seems to be the proposal that if you do not meet a certain means test (a sort of "test of inability to pay") then you will not be able to declare a Chapter 7 bankruptcy, in which all your assets are liquidated, but only a Chapter 11 bankruptcy, in which your assets are temporarily protected while you are placed in a court-monitored repayment plan. The minimum wage increase was just an amendment that Democrats were trying to tack on to the main bill.
