several years back. One major problem was that burning the flag is the only propoer way to dispose of a tattered flag. What you may have seen is that any rally with starts igniting things is propably going to be shut down by the cops pretty darn quickly. The arrests were probably fo public brawling, not following instructions, public endangerment, not the actual flag burning itself.
