If it just sparks a bit of current through every some time, the "ballast" circuit of the fluorescent may be triggered. Not enough to light the lamp, but just enough to "go on and off" ... resulting in GSM-like interference. Only for the GSM you can hear the "on-of-on-of..." switching in almost-fixed frequency, it goes on and on as long as the mobile is active.
For the faulty switch, it's much more "unpredictable"
A faulty switch will also "stop" connecting now and then, again leading to an unstable situation, changing behaviour of the "ballast" circuit.
And ... if it IS the switch, then it's still cheap to repair it. Just pull the plug, pop out the switch, buy an identical one around the corner, pop it in ...
If the switch IS failing, and you don't replace it in time, you may ruin the ballast circuitry. That way the repair will be much more expensive, and maybe something for a "knowledgable electrician".
:-) Board forgive me for NOT blaming m$ this time, but if it's his switch, he'd better repair that ...
