But I think I got a work around for it. See the plans were looking good and at a point where they could be shown (like in episode II) but the secret funding ran out. To continue any further they needed republic funds. But that would mean having the idea go through the senate and, well lets face it not to many Senators would have been happy approving of funds for a Death Star. When Palpatine took over as emperor he no longer needed the senates approval for anything military and that is when he could allocate funds for the death star again. So yes it may have only taken 20 years for the Death Star to be designed and built but it was a broken 20 years
