We have a few of those brutal turns. These are on *really* busy streets, and the dedicated turn lanes are set up (usually) to buffer enough vehicles to match the advance signal (did that make sense? I don't know :-)
Anyway, when dipsticks like the saunterer mess things up *that badly*, it can have a horrendous effect. By limiting the number of vehicles turning to *2* rather than upwards of 15, the left turn lane does not adequately clear. The next wave of traffic comes along and blocks the *main* left-lane waiting to get into the turn lane. This causes left-lane drivers who want to go *through* to dart into the right-hand lane. This slows all of that traffic down as people try not to collide. By this point, traffic often backs up into the previous block (and lights). Cars get stuck in the middle of intersections, traffic in those directions gets messed up, etc, etc., etc.
So... it's not really just one cycle, unfortunately.
