It's not about shaving minutes off travel time; it's about the discomfort of having to 'break you stride' (i.e. spend a lot of energy to regain the speed you had before you had to stop.) And I don't think he's referring to dashing in front of cars; I think he's talking about using lulls in the traffic to cross, so as to not have to stop completely.
