Relativity is fun....

Actually, it's obvious why MS did it this way. Parsing an arbitrary TZ string is tedious and error-prone. As others have pointed out, the MS TZ picker allows for more information than a simple offset, while just allowing +/- n would let you make up a time zone that doesn't exist.
