One of the tried and true tactics to passing an emissions test (in any country) is to make sure the test is done after the car's been run for a while. Never take it in on a cold start.

The main issue with my car (1986 Honda Accord LX, for anyone curious) today is the rings keeping the oil out of the cylinders are shot -- on cold start, it belches smoke, but after a while of running, the rings heat up and expand and no more oil gets into the cylinders. Getting that fixed practically means getting a new engine. You wouldn't believe how easily I passed California's emissions tests (I had plenty of room to spare) by simply taking it to get smogged after half an hour of "warming up".
