If his mobo has one of those P4 connectors to it. I know that my ATI Radio 9800 Pro will not even start up without that stupid thing plugged in. (only reason it is even plugged in, I am using an AMD 2800+ so it is not like it is otherwise needed.)
Also I would recommend getting the PCI card outta there as well, shouldn't be needed.
Other than that, just do your basic troubleshooting, disconnect the 2 cd drives and the secondary HDD. See if it boots. Check the PS connector cables to make sure they are connected properly/snugly/etc.
Also, make sure his graphics card is set up properly in the bios, sometimes you have to tell it what kind of card you are running (8x vs 4x, etc.)
If his system has an onboard graphics built in, disable it. It probably is something small and stupid, usually is. :P
