Bosnia, Serbia, etc., were coming apart at the seams, charges of "ethnic cleansing" and such, but before the U.S. got involved. I saw an editorial cartoon, that summed it up nicely.

A group of 3 row houses, man and woman on the far steps (I believe that they labeled Bosnia and Kosovo) fighting, an obvious German fellow on the near steps telling an obvious French fellow on the middle steps what a disgrace the neighbors were and the French fellow agreeing and wondering why the U.S. didn't do something about it.
