Note who Adrienne Germain represents, and how much of the article is built around her quotes.

Note that at one point, where it suits the author, the article is portrayed as a simple, non-binding declaration which has no legal standing (search on treaty), but at another point the U.S. position is portrayed as taking a major step backward in women's rights. You can't have you cake and eat it, too. Either it has no legal effect, or it does.
