FUD clearance: Windows cannot format more than 32GB as FAT32. Linux CAN and does, you just have to pass the right magic to mkdosfs. It's all in the mkdosfs manpage.

There is also Captive NTFS, which I've not used but I HAVE heard good things about, and a Windows app to read Ext2/3 that I have no use for due to using Reiser.
