Unless it's been specifically turned off, you can log in to X as root.

Aside from that, many distros have a "GUI file manager as root" item in their menus. Otherwise, you can 'su' to root in a terminal window and start up a GUI file manager. You may have to run 'xhost +' as the regular user to allow root to open up a window (once you are done, 'xhost -').
