Where an uplink won't be surrounded for hours.
Think more about spam as a threat.
Almost all spam now has gibberish/poesy as a medium of disguise.
Looks a lot like coded messages to me.
Sent to millions, but intended only for a few, the agents of evil are using bulk emailings to communicate.
Spam houses have no honour and accept money from anyone. Echelon has no chance.

And, of course there was the 'DC Sniper' who, through random chaos managed to shoot one of the key 'cyber terror' experts at the FBI. Did more damage to the anti-cyber terror effort than ten thousand ddos attacks.
