Often the victim is haunted to the end of his/her days by the specter of the abuse. Often it takes years for the victim to gather the courage to make the accusation. Look at all the altar boys who were abused by priests. Some of them didn't bring it up until decades later. You're also forgetting the recidivist rate of sexual predators. They are more likely than other criminals to reoffend.
