states (and countries) mandate a certain ammount of training and testing for licencing of motor vehicle drivers.

People buy computers and plug them in and call tech support.

This is one of the big reasons I pimped Gateway's instore training and books to customers that were buying their first computer, less calls later about how to use stuff. (not to mention it payed commission at 10% where the computer itself was only 1.5%, but the above reason was just as pertinent.)

Anywho, we (geeks, tech support, whatever) aren't worried about people knowing their compression ratios or the timing of their memory sticks, we want them to be able to click, right click, doubleclick, and generally help us help them.

Think of it this way: when you give someone directions to get to your house, do they ask which way to turn the steering wheel to go right? Or how hard to press the gas pedal to go 25mph?
