warrant (which is what they do here - even if it's ONE unpaid ticket) then she has been granted an opportunity to have her day in court. If she chooses not to deal with the warrant, that's just one more fine she'd have to pay - if they stop her or go to her house (they will eventuyally do that here, but it could be a long while) she goes to jail. Do not pass go, do not collect $200.
