Some people view LEOs as the panacea to all of our safety and crime problems. I am not so idealistic. This is a perfect example of how a "professionally trained" individual can be blatantly negligent. If it's the fault of poor training than she, as the chief of police, is responsible for remedying the problem. I seriously hope she does. If it's just carelessness then she deserves refresher training at the least.
