At least in the US, the correctional sysetm is there to punish,
not to rehabilitate. The nicey-nicey notions of rehabilitation
have been pretty much dropped, and were never anything but a
facade, anyway. The system is simply bent on crushing anyone
who fails to conform, often for political benefit, in classic
"bread and circuses" style.
