success. They have the responsibility to try.

Their main responsibility is to apprehend criminals - if they can do so before a crime is committed, so much the better.

However, a criminal is not revealed before a criminal act is done.

If someone has knowledge of the threat of a criminal activity - a threat of murder, for example, then the police in most places have a responsibility to prevent it and apprehend the one threatening to commit murder. In the US - apparently not.
