Depending on the details, "lousy work" could as readily mean
"work that failed to support the desired conclusion", as "work that
gave support to an erroneous conclusion".
Ugly possibility, isn't it? Leads to the possiblity (granted,
not proof, by any extent) that bad blood spilled may well tell
the truth, doesn't it?
Mind you, I don't get the impression you're denying it, or even
necessarily overlooking it: you may even have considered it too
blindingly obvious to bother mentioning it, for all I (or anyone
else) knows--after all, you don't seem deviod of cynicism, to me.
Obviously, I do not trust governments; but I can afford not to
trust this bit of "news-or-not", as well. After all, doubtless
*someone* stands to gain power, from it, either way.
