Consumer Reports tests condoms by Kickstart 2006-11-19 12:55:59
here and looks like a pretty thorough set of tests.

Some of the text is quite funny :) "...avoid the low-rated scented Honeydew and Assorted Colors varieties. Instead, choose the Lollipop, a brightly colored condom packaged on a stick. We rated it excellent overall."
