However, they are the ones trained and sanctioned by Society as being able to use force in apprehending criminals. Therefore they are the only ones empowered to use force against people.

They have to answer to much higher moral values than others. Just because they are the ones sanctioned to use violence does not mean that using violence is a good thing for them. The minimum necessary to do the job for the greater good of Society should always be their goal.
