acts killing people, and a war? Does the fact that foreign criminals have killed US citizens amount to a declaration of war? And if so, how do you pick a country to go to war against if no foreign country has sanctioned those criminals?

IMO a failure of US law enforcement to keep its citizens safe is not a cause for war. But a war sure keeps everybody's attention away from the failure.
