It's a fuel gel, not vapour.
FAB's rely on vapour mixing with air for explosion. The Mark 77's, conversely, use a gel that is scattered over as wide an *area* as possible and burns.

Tactical reasons to use napalm that were mentioned: (1) the Colonel saying that the Iraqi's were in a good defensive position; (2) 'The generals' [wanting to use] its psychological effect.
No good reasons, I agree; but they still appear to have used it, which makes it all the worse.

If I may ask: what would be 'indicative of napalm use'?
