The U.S. citizenry want a President (who is both head of State and head of Government) who not only can do his job, but who comes across as a role model of high morals. This may be due to the high perctange of Judeo-Christians in the voting population.

In Canada we couldn't really care less what our Prime Minister (who is only the head of Government as the Queen is still head of State) is doing as long as that douche-bag keeps the country running and does it ethically. In fact, when Chretien was in power I fervently wished for him to get laid a little more often.
