Blech!

1) The language is indeed Hebrew. I can't read the words on the bus without the dialectical marks, and out of context*

2) Most likely, the picture was taken during Purim, a holiday where Jews generally dress up. On an aside, the holiday celebrates the freedom of Jews found in the Book of Esther.

Alternate caption: "Beat this noisemaker Hamen!

*Dialectical marks are the vowels that appear above and below the consonants. Out of context, Hebrew words are very difficult to read without these.
