... it could be considered to be both. People can't survive without sex. A person could, the race can't. A want could be described as a specific type of need, e.g. I need food, but I want cake, not life sustaining gruel. As for no needs, only wants, most governments accept there are 'needs' hence the social sceurity safety net to ensure basic needs are met (public housing, food vouchers/stamps, etc).
