not in a person's lifetime. If a forty year old was raped 20 years ago, it still counts toward the 1 in 4, but not to the 2002 count. Non-reported are not in the yearly count either. So it comes down if you believe people who answer surveys, because you won't find support for the survey numbers looking at the numbers you are looking at.
