a) actively changing anything on their system is rude, akin to moving a bookmark (or adding one) in the book they left on the table while hitting the loo. simply leaving a note atop the book (on their desktop or something) that is easy to change, and offers instruction on how to do so is one thing, however, due to the fact that the machine is insecure, they may not realize this, and may feel that they've been attacked (sticking a note in the book vs on top) and don't know that you haven't done something malicious.
b) they may not know, and as a good nieghbor it's your duty to inform someone (turning off their lights in the parking lot)
so, with that in mind, you eithically are required to do something, however vis a vis the nature of the issue, unless you have physical access to the person/system to walk over and say hey or drop a note, you will be invading their privacy if you tell them. as with all ethical grey areas, approach with caution, and don't tinkle in their shoes, and if you do, or think you might, appologize (ideally beforehand).
