when his father visited and they were able to get a little time together. I'm not sure why. I got the impression that the mother and step-dad didn't want him seeing his real father - dunno why.

I agree, let the kid stay with his bio-dad. Of course, if bio-dad is in prison, or a junkie, or has some other issue that prevents him from providing a safe home, the state must step in, I suppose.
