fgets() is as standardized as it could be: Its manpage refers to ANSI-C and POSIX.
read() is a kernel-level function (that's why you haven't found it in the library), so I guess it is pretty much unix-specific. I'm sure that there are equivalents in the other OSes, but they may be named differently - don't know, I've never written (and compiled) a single line of source code for use under Windows.
