not Couldn't do, wouldn't do. There were plenty of reasons to go in before we did, for both administrations. I will also always hold GHWB at fault for not negotiating with the coalition we had in 1990-91 hard enough to win support for the removal of Saddam. He held the aces, he just wasn't willing to play them.

If Clinton had had the Cajones we could have gone in with the full support of the U.N. instead he decided to let Monica handle the Cajone department and just fired off some missiles instead. GWB botched things to be sure, but if his predecessors had done the job right in the first place it wouldn't be an issue.
