Paying people to have kids ... I think it's now called the Child Tax Credit and, from what I understand, it's been cut back in recent years, but it's still supplementing people to have children. The other thing Quebec does is Universal Daycare. They're considering doing that elsewhere. Too bad it still doesn't generally mean a pay increase for daycare workers (who get an average salary of $1000 a month, last I heard).
