I have looked at have a clause stating that if a substance is passed off as whatever illegal substance the law regulates, but is in fact not that substance but another legal substance, the person is still guilty of buying/selling/posessing the illegal substance.

Yes it is messed up, but if you hand someone a bag of powdered sugar and tell them it is cocaine, you could be found guilty of posession of cocaine, intent to sell, etc. If you never claim it is cocaine you should be ok.
