It does at least make casual copying rather more difficult, and to my knowledge is the only such mechanism that is universally supported by DVD players. That's the problem with pasted-on CD DRM: you're as likely to stop a CD player from working as to stop someone from copying the CD. The standard simply doesn't support DRM.

Unforuntately, CSS comes with a significant license fee. See the DVD Copy Control Association for information.
