There is a slight difference, though. It's more like "borrowing" some of the cash, using it for your needs, and then replacing it once you're done. It's not permeably robbing the person of the bandwidth, it's just borrowing it for a while.

However, I would not like people borrowing my property without asking first. Illegal, though? Maybe in extreme cases...
