Al lot depends on what you are going to use that open acces point for.

If you are just surfing around a bit on the internet, that wont pull down their entire web acces or data transport.
But if you hook a webserver into that link, well that makes it a completly different story in my opinion.

For usage of just the Net, I don't think i would aks permission but just connect. But if you want to do some serous data transfer... I don't think that would be "nice".
