...allow you to read a character at a time off the input stream ("getc"? I can't quite remember the right one). That's probably what the instructor is pushing for. Using string or line commands to solve the problem will be unnecessarily slow. In Java, I might just try to read the file size from the system info for it, rather than opening and reading it, but that would probably be seen as cheating by your instructor. ;)
