Literally. Every bank note issued by the Bank of England displays the phrase "I promise to pay the bearer on demand the sum of X pounds". The note itself has no value, it was intended to be traded for the face value in gold/silver if required. The face value of the notes in circulation vastly exceeds the gold reserve held by the Bank of England.
