There are no settings for the individual buttons on the mouse section of the control center. I can change whether the mouse is right or left handed, whether to single or double-click icons, the cursor theme, some advanced settings (pointer acceleration, etc.), and mouse navigation (using the numpad to control the pointer).

As I said the forward button will open links in a new tab but just now I clicked it while not on a link and the browser went to www.whitehouse.gov. What's up with that? Also, the back button seems to open up the last site you were on other than the one you are on currently.
